Summary: The arrangements for 'advising Minis ters' grow increasingly complex. This general account of them is based on a case-study, enabling the reader to judge the effectiveness of an advisory body in a particular case, which itself gained much publicity and in which hopes were high that results would be achieved. The results of the Council's three years deliberations, which culminated in the publication of a draft strategy for the South West, have not yet been officially released for publication. Mr. Smith's conclusions, therefore, are based on published material and informed, shrewd deduction to provide a valuable addition to the all too meagre case-study material on British administration. It has also been possible to add a final appraisal of the Government's reply to the Council and the latter's reaction to this reply.
