| Summary, etc. | The arrangements for 'advising Minis ters' grow increasingly complex. This general account of them is based on a case-study, enabling the reader to judge the effectiveness of an advisory body in a particular case, which itself gained much publicity and in which hopes were high that results would be achieved.<br/><br/>The results of the Council's three years deliberations, which culminated in the publication of a draft strategy for the South West, have not yet been officially released for publication.<br/><br/>Mr. Smith's conclusions, therefore, are based on published material and informed, shrewd deduction to provide a valuable addition to the all too meagre case-study material on British administration. It has also been possible to add a final appraisal of the Government's reply to the Council and the latter's reaction to this reply. |
