THE MANDAL COMMISSION CON TROVERSY is raging the country today. The commission was appointed by Janata government in 1979 and the report was submitted to the government in 1980, when Janata goverment was replaced by Congress 1. The implementation was kept pending by Congress governments for nine years

After the change at the centre, Janata Dal government announced, implemen tation of the report in August, 1990. What was the reason? Why Janata Dal or National Front government showed such earnestness and also firmness in imple menting the report, which Congress gov ernment did not?
