The commission was appointed by Janata government in 1979 and the report was submitted to the government in 1980, when Janata goverment was replaced by Congress 1. The implementation was kept pending by Congress governments for nine years<br/><br/>After the change at the centre, Janata Dal government announced, implemen tation of the report in August, 1990. What was the reason? Why Janata Dal or National Front government showed such earnestness and also firmness in imple menting the report, which Congress gov ernment did not? There are several questions raised by various people about the report.<br/><br/>Mr. Asghar Ali Engineer, a learned scholar, has compiled different views of academicians, political activists, journal ists, social workers, in the present book, including his own writings and a long introduction. The book discusses various questions raised by the people in our country.
