One of the constant themes of many books by the authors in the advanced countries is the modernization of the societies of the underdeveloped parts of the world. In this challenging book, Dr. Karunakaran, an Indian scholar, points out how obsolete are
the concepts held by the representatives of the advanced countries-both capitalist and communist. He notes, of course, that in actual practice those in power in the capitalist countries and their counterparts in the communist world have moved away from
their conservative positions. But as he. points out, this is not enough. There should be a conscious attempt to give a new sense of direction to their societies; in other words, communist and capitalist societies should be modernised. And with their modernisation should come a complete re-examination of the theory and practice of international politics.
