Adivasi are indigenous people who have been living in a place from time immemorial, Adi meaning first and vasi meaning inhabitant. These tribes have "Chiefs" and they are referred to by various names. The north eastern states of India, with a large tribal population, is a valid case study. These Indian tribal groups of people have been notified to reside in more than one State. More than half of the Indian tribal population is concentrated in the States of Madhya Pradesh, Chhattisgarh, Maharashtra, Orissa, Jharkhand and Gujarat, whereas in Haryana, Punjab, Delhi, Pondicherry and Chandigarh no community has been notified as a specific tribal group. Though the tribal people in the earlier eras were not much forward but in recent times they are seen in some sectors of economical, educational and social development.
Indian tribes are protected by a legal doctrine I called sovereign immunity, which grants certain exemptions from regulation and lawsuits. Payday loan lenders need only incorporate their business on tribal lands and form an agreement with the tribe in order to offer a cash advance in whatever manner the firm sees fit. According to Dr. Man Mohan Singh said that tribals should be part of the process of development of natural resources and called for a coordinated approach to achieve this.
