Land reforms are crucial to national development strategies in the Third World. They aim to do away with unequal distribution of land which is a great obstacle in improving farm production and is also a source of unequal power relationship and rural tensions. However, it has proved a very difficult job for most of the countries.
The case of Sri Lanka, viewed in terms of efficacy of land re form measures, has been quite exemplary. The SLFP-led coali tion governments have particularly attempted to ensure progressive enactments and their implementations. That explains why rural tensions have not blown up to the same proportion in the densely populated island as they have done in other parts of the Third World.
The Sri Lankan case merits detailed examination of the objectives, strategies and managerial patterns of land reforms.
