This book is an interpretation of the role of formally organized interest groups in the policy formation process. Accordingly, the empirical sections of the book are guided by what is generally re ferred to as group theory. This particular theory has served a dual function for political scientists. On the one hand it has encouraged numerous case studies of interest group activity, and on the other it has served as a focal point for vigorously conducted methodologi cal debates. Such disputes are touched upon in the earlier sections of the book. However, it may prove useful by way of introduction to provide the reader with a reasonably explicit statement of the author's purpose.
