Public Administration is one of the youngest branches of Political Science. With the expansion of the activities of modern state, public administration assumed great significance in modern society. The effort of every state to cater to social welfare has added to the importance of the subject. Hence Public Administration has been rightly described as the "heart of modern civilization." It has been considered essential to create social harmony and maintain peace and stability in the society. If the machinery of public administration breaks down, the fabric of our society gets shattered like a house of cards. The term 'Public Administration' has been variously defined by different authorities on the subject. The earliest attempt at definition of public Administration was made by Hamilton in the Federalist. But, as L.D. White remarks, it was more a description than a definition.
