Summary: The organisational policy problems of the family planning programme in India are important because of the great emphasis placed upon the official programme in India. Question arises as to how effective and efficient the existing organisational policy or strategy is and to what extent it would be in a position to deliver the goods. The present study addresses itself to these issues on the basis of field studies conducted in three States. Uttar Pradesh, Orissa and Gujarat. representing the backward, mode rate and well performing spectrum of the Indian States. It throws up varied Indian experience in this field and suggests the type of organisational systems which are more or less effective. In particular, the study brings out the urgent need for differentiation of the family planning programme to meet the diverse needs of the country. This would greatly help in establishing location specific responses to the needs of the different parts of the country. The study also highlights the need for re-examining the whole organisational policy framework of the family planning programme in India. both at the macro and the micro level-from the Central to the State and the local level. The study is designed for students, researchers and policy makers in organisational strategies especially in the family planning programme.
