Never before a programme of the dimersions of IRDP has been launched in the development history of our country, nor probably in any developing coun try, Government is making all out efforts to improve the implementation of this programme at every stage.

The past experience has shown that there are a number of gaps in implementation of the programme, The most critical among them is the dearth of sound and innovative projects and schemes sanctioned to individual beneficiaries. This is mainly due to lack of awarness about project approach and non-existence of project formulation capabilities particularly at the district level.

This book has been written with a view to suggesting suitable measures to remove the bottlenecks in the implementation of IRDP. Corrective measures have also been suggested. It incorporates a concep overview of IRDP, the planning methodologies, banking institutions methodology of identifica tion of oth centres etc.

The main focus of the book is on the concepts and techniques of project planning, which is the most critical link in the whole structure of the programme. It would help in developing project formulation capa bilities at different levels of planning and serve as a manual for project fromulation and appraisal for the field functionaries of development departments and the Banking institutions. Some model projects and schemes have also been incorporated in the book which enhances its value as a manual.

The book is a result of intensive field work done by the authors. Probably the only book for policy makers, academicians field practitioners and banking institutions. It takes a holistic view of IRDP and project planning.
