Development is an obsession with the human race. The meaning of development differs from society to society depending on its economic, educational, social and cultural attainments and the environment in which it is placed. No workable common yard stick can, therefore, be prescribed to be made applicable to all areas or to all societies.
But taking the law of average into account, in a given area or society, it can always be stated that people above the average can be considered as relatively more developed, while those below the average can be considered as relatively less developed.
The rural poor form the bulk of the population of a developing country and they are the socially and economically the most disadvantaged groups. Therefore, development of the rural poor has been the main emphasis for rural development.
