In this book, an attempt has been made to look critically at the promise and performance of Indian planning. The outcome of this evaluation has been presented in a manner which would enable the people to participate widely in the debate on the orientation and priorities for the next plan. Up to now, people have left the business of planning to a select group of economists, bureaucrats and politicians. It is time they get involved with the planning process since it shapes their lives and is too vital to be left entirely either to the experts or the government. Hopefully, the Planning Commission too, which provided the original impetus for this book, will take active interest in generating a wide-ranging public debate on planning and development.
