Summary: This edition, 'Co-operatives Reform to Reconstruction, which is fourth in the series, is not only the collocating of the papers, articles and minutes of the Fourth SAARC Comuhon on Co-operative Policy organised by the Centre for Co-operatives and Rural Development. LBS National Academy of Administration, Mussoorie (India) with support from the ILO COOPREFORM Programme Co-operative Development Foundation, Hyderabad and SAARC Division, Ministry of External Affairs, Government of India, New Delhi, from 8-10 March 2000. It is rather a sequential effort to help the cooperators academicians and policy makers of the world, especially of the SAARC Region, to create a favorable and vibrant environment for co-operatives to flourish and grow on their sound principles - The Co-operative Principles. The edition discusses the follow-up to co-operative reforms in the Asian countries, definition, values and principles of co-operation, reforms required in co-operative tector of South-Asian countries, the follow-up to co-operative reforms in various South-Asian countries and India. Whereas the first section. Theme Papers, of this edition sets the context for the Consultation, "Co-operatives of the SAARC Region: From Reform to Reconstruction, the next two sections, Presentation by SAARC Delegates and Presentation by Indian Delegates, give an idea what is actually happening in the co-operative sector of SAARC Region. Section on the Proceedings is being produced without much of the editing so that the readers of the book can have the real substance of the Consultation This section is followed by the List of Participants and the Annexures, which are very much a part of the book. The Annexures include three PowerPoint Presentations (PPTs) produced by and large in their original format in which these were presented during the Consultation as these are self-explanatory.
