Summary: This preface is being written with a heavy heart because of a severed partnership. The American Government became a family project shortly after my return from military service in 1946. Stimulated by Professor Walter Johnson of the University of Chicago, the Merriams, father and son, decided to try their hands at a basic American government text which would, among other things, highlight two points: (1) focus attention on the interrelationships between all levels of government in the federal system, and particularly the importance, or potential significance, of state and local governments, and (2) make the political and governmental processes a living reality, with continu ous emphasis on the human element in politics and government.
