The developing countries are becoming increasingly conscious of the need for and urgency of developing human resources as an integral part of general economic development planning. In fact, the development of human resources constitutes an essential pre requisite and a key factor in sustained and accelerated economic growth. The developing countries are, therefore, anxious evolve, on the one hand, a balanced, effective and rational approach to the problem of human resources planning, and on the other, a bold, well-conceived and well-designed strategy for better organisation, fuller development and more efficient utilisation of the human resources of the country.
This work attempts to analyse and examine, in an objective and scientific manner, the various approaches, tools, techniques and strategies of human resources planning in developing countries. Chapter One deals with the measurement of the contribution of human resources to economic growth; the conceptual, technical and methodological problems involved in the measurement of 'human capital', 'human capital formation', 'investment in human resources', 'rate of return on investment in human resources', etc; and the shortcomings and limitations of the various approaches adopted to measure quantitatively the contribution of human re sources to economic growth. Chapters Two and Three deal with the demographic, economic and social aspects of human resources deve lopment planning with special reference to Asia and the Far East. Chapter Four deals with the objectives and strategy of human resources development planning. Chapters Five and Six deal with human resources planning process, particularly with the tools and techniques of forecasting the long-term manpower training and educational requirements of development planning, and of integrating human resources development planning with general economic development planning. Chapters Seven, Eight, Nine and Ten deal with the design of human resources policy, viz., measures for rural employment promotion and utilisation of surplus manpower, and measures for development of human resources through vocational training, management development, etc.
