Summary: Problems of urban development in developing societies are beyond the comprehension of a single discipline, profession or a department/agency of government. They often require a meta-disciplinary approach. One of the ways the Centre for Urban Studies of the Indian Institute of Public Administration, New Delhi, contributes to creating a wider awareness and deve loping a broader perspective of the contemporary public policy. issues and problems in urban development and administration, is through organising seminars for officials belonging to govern ment Central, State and Local, public agencies and pro fessional and academic organisations. Bringing these officials with diverse background together to deliberate upon the subject matter of common concern is expected to provide a better understanding of each other's problems and in developing a collective will to resolve them. In addition, these seminars enable us to build a body of knowledge flowing from the interaction of theory and practice and to disseminate it by way of its publication. This volume is the product of a seminar on the 'Control of Urban Building Activity' held at the Institute during March 20-21, 1978.
