This vidume resulted from a series of meetings conducted by the INTERNATIONAL SECURITY STUDIES PROGRAM of the WOODROW WILSON INTERNATIONAL CENTER FOR SCHOLARS
The Wilson Center was established by Congress in 1968 as an international institute for advanced study and as the nation's official "living memorial to its 28th President. It is dedicated to symbolizing and strengthening the fruitful relation between the world of learning and the world of public affairs Wilson Center fellows, selected by open annual competitions, conduct advanced research, write books, and participate in seminars and dialogues with other scholars, public officials, members of Congress, journalists, and business and labor leaders. The Wilson Center is housed in the Smithsonian Institution's original building, the castle, on the Mall in Washington, D.C.
