In recent years, in the context of the achieve ment of goals for removal of poverty, mitigation of inequalities of incomes, wealth and opportunities, solution to the problems of unemployment and underemployment and provision of basic needs to the people living below poverty line, Rural Development is increasingly acquiring a place of prominence. : In India too, the Planning Commission has been laying great emphasis on rural develop ment programmes since the inception of the First Five Year Plan. A frontal attack on poverty has been exercised from the late seventies and an Integrated Rural Development approach has been adopted.
