Summary: At the time of going to press it is planned that this, the 1959 volume of Documents on International Affairs, will be the last of the series to be edited independently of the Survey of International Affairs. In future both Survey and Documents will, it is hoped, be produced pari pasu by the same editorial team. Here, as in the previous volume, there are no introductory noter, but the footnote references may be found helpful by those wishing to use the book on its own. Wherever possible, however, the book should be used in con junction with the appropriate volume of the Survey. The attempt has been made to document the events of 1959, in so far as it is possible to make a comprehensive and intelligible selection in 600 pages from the ever-increasing mass of published material available. By and large the arrangement is geographical, exceptions being those chap ters on East-West negotiations, the Western Alliance, and the communist powers. Unfortunately in a number of cases I have been forced to sub stitute an extract for the complete text: invariably this has been for lack of space. The documents are reproduced exactly from the source used, except for the correction of obvious typographical and spelling errors. I should like to thank all those members of the staff of the Institute who have helped me with this volume. The errors, however, are mine.
