Summary: This book grew out of the assignment to the editor by the American Political Science Association of the task of planning the international relations panels for the 1961 national meeting in St. Louis. In an effort to make the panels both interesting and useful to professional political scientists, the editor sought for a topic of both interest and importance. The present topic-the revolution in world politics-was the result of that search. If the papers really were to be useful, they ought to be publishable; from the beginning then, we operated on the assumption that the papers would be published.
