Public private partnership in nation building

Nation Building is a complex dynamics of ideological, philosophical, political, socio-economical and cultural impactional forces. Since Independence, the simultaneous role of public and private sectors in nation building activities was widely acclaimed as an effective socio-economic management policy in India. The Economic Reforms strategy of growth adopted in the 1990s has not benefited large segments of the population. It is acknowledged that the Government spending on the social sector (comprising education, health and family welfare, water supply, sanitation, housing, social welfare, nutrition, rural employment and minimum basic services) in percentage terms has been stagnant since 1996-97 in India. Market failures and the market socialism successes have mandated neo-participatory role for the public and private sectors in well-being of the people. In the beginning of 21st century, PPP has become not merely a nation building programme, but a redefined strategy of societal governance. It is based on a fundamental philosophy of government and of government's role in relation to the other essential institutions of a free and healthy society. This compilation contains the concept paper, keynote address, seminar papers, documents and response papers of the National Seminar on Public-Private Partnership (PPP) in Nation Building held at Ecumenical Christian Centre, Bangalore on January 28-30, 2005. The book is divided into two parts. Part I focuses the Public-Private Partnership Periscopic Perspectives. The Contributors are: C.T. Kurien, M.J. Joseph, R. Arunachalam and T. Lakshmanasamy, P. Jegadish Gandhi and S.N. Sangita, Part II focuses on Sectoral Partnerships with focal prospects. V. Mathew Kurian, V. Loganathan, A. Arulappan, V. Mohanasundaram, K.C. John, S. Iyyampillai and P. Balamurugan and G. Narasimha Ragahavan presented their viewpoints. Overall, the complementary and collaborative role of PPPS in human and economic development for building a new India was affirmed by the experts. A Statement issued by the participants of the National Seminar is also included for a wider discussion. on The book is an important contribution to the Indian New Public Management Philosophy debate and dialogue dynamics.
