A Constitution is a fundamental law laying down basic objectives of a polity and the procedures of institutional functioning to facilitate the attainment of the stated goals. It represents the balance of forces in a society obtaining at a historical moment. The constitution embodies the vision of a good society which its framers would like to build in the country. Further, constitution has be come a vital part of the socio-political order and the life-breath of a nation. It has been identified with democracy, nationalism and Independence of a nation.
Constitutionalism stands for the supremacy of law and not individuals. It imbibes the principles of nationalism, democracy and limited government. According to Friedrich, the main objects of constitutionalism are to limit the arbitrary action of the government, to guarantee the rights of the governed and to define, the operation of sovereign power. Western liberal scholars. think that constitutionalism is both an end and a means. It is both value-free and value loaded. It has both normative and empirical dimensions. It makes a fundamental difference between the government of the people and the constitution of the people.
