A result of the fourth annual conference of the Research Program on Unemployment being conducted at the University of California, Berkeley, the book constitutes a review and evaluation of man power policy in the United States - its present status and directions for its future development. Recommendations are made for the kinds of government and pri vate action needed in the manpower field to reduce unemployment further among underprivileged groups, to re move labor bottlenecks, and to reduce the overall level of unemployment that corresponds to full employment in the United States.
