The present volume is an outcome of the desire of Dr. B. Sharma's numerous former pupils, friends and admirers to present him a token of their regard and appreciation on the occasion of seventieth birthday. Dr. Sharma's contribution as a teacher, research and writer has been of the highest order and it is in the fitness things that a grateful tribute be paid to this doyen of political scientists in India.
Although it was conceived primarily as a felicitation volume, the editors trust that Aspects of Democratic Government and Politics in India will be welcomed as a major addition to the existing literature on the working of India's constitutional system and administration and the dynamics of Indian politics. It is not claimed that the volume cover each and every facet of the subject under study, nor has possible to avoid some measure of duplication. A glance at the table of contents will, however, show that the book covers a wide spectrum related topics. Since each contribution has been prepared by an expert in the particular field covered, the studies contained in the volume an authoritative and, therefore, important. Some of the contribution were written before the fourth general election. Naturally they tend to be 'dated'. This does not affect their authenticity. Quite a few of the contributions were received soon after the election and comment on the radical changes which the country's political scene has under gone. It is our hope that all the studies appearing in the present volume will be of interest to students of India's government and political.
