In the Preface to Parliament: A Survey, I explained the origin of the Group which was formed to study Parliamentary Government in Britain, and which in 1915 under the Editor ship of Lord Campion, the distinguished Clerk of the House of Commons, published Parliament: A Survey, which has appar ently proved useful and has been repeatedly reprinted. It was later decided by the Group to publish another book
dealing with the adoption by overseas countries and parti cularly the Commonwealth countries of our Parliamentary system, and this book is the result. Unfortunately in the interval four of the original contributors have died-Lord Campion, Mr Amery, Mr Dale and Mr G. M. Young, and of the remaining eight original contributors, all have contributed to the new volume with the exception of Lord Salter and Mr Arthur Goodhart, who, though sympathetic to the project, were prevented by pressure of other work from contributing. The Group has, however, been fortunate in being able to obtain the services as editor of Sir Alan Burns, who has wide experience of the Commonwealth countries including the Governorship of the Gold Coast, Acting Governor of Nigeria, and permanent United Kingdom representative on the Trustee ship Council of the United Nations. The Group has also been Fortunate in obtaining as new members and as contributors, Sir Hilary Blood, Sir John Fletcher-Cooke, Professor de Smith, and Mr C. A. S. S. Gordon, all of whom have intimate expe -ience or knowledge of the Commonwealth countries.
