THE CHAPTERS IN THIS BOOK DEVELOPED OUT OF A CONFERENCE ON Human Resources Development, sponsored jointly by the Industrial Relations Centre, the Cooperative Extension Service (both at Iowa State University), and the Iowa State Manpower Development Council.
This Conference was held at Iowa State University on October 13 and 14, 1966. More than 200 participants attended the various sessions. Represented were national, state, and regional manpower officials, college and university professors, extension staff members, high school teachers and guidance personnel, as well as interested citizens representing business groups and other private organizations. The speakers and participants at this Conference represented a wide array of federal, state, and private organizations involved in a wide spectrum of manpower and human resource development programs. The chapters were developed from the Conference proceedings and prepared by eminent authorities in their respective areas. Some of the authors are responsible for carrying out complex programs at the state or federal level; others are research scholars involved in evaluating these programs.
The essential purpose of the Conference was to bring together a variety of people-professionals involved in social science research and governmental policy implementation and private citizenry concerned with the general problem of human resource development.
