Summary: India's industrial and economic growth has been the subjects of considerable debate among economists. There has been a widely held view, both in official circles and among some economists that the poor performance of Indian industry for more than a decade following the mid-1960s stemmed largely from the development strategy and policies pursued by the then government which had emphasized capital goods production and import-substitution since the Second Five year plan. Over the last few years official policy appears to have veered away from the old, towards a new approach with an increased emphasis on productivity and efficiency which it is believed can be achieved through the liberalization of policies regarding industrial licensing the import of capital and goods.
