Management is the key occupational group in an economic life. Effective direction of human efforts; whether in the public or private sectors of an economy is central to the wise and efficient utilization of human resources. Managerial success demands vigour, intellegence and originality coupled with stablity, good judgment, peak deter persistence. Government organi sations in developing countries are facing managerial problems on which only little research is being published. In this study, many of the objects concerned with productivity improvement of governments organisations discussed.

Listing qualities is an appealing pastime, but the trait descriptions are loosely defined they do not pinpoint with sufficient precision the behavioural elements making up effective management. Perhaps opinion about the management process can be more fruitful.
