There is a new consensus in the air, i.e. that bith developing countries in their domestic policies and the international community in its global actions must give higher priority to agriculture. Even those who in earlier days in the name of "modernisation" have advocated policies of import-substituting industrialisation are now fervent supporters of higher priority for agriculture, since the developing countries have become net importers of food as a result of neglect of agricultural production and this directly competes for foreign exchange with the claims for industrialisation.
