This study is an attempt to fit together and analyze the various aspects of a problem which has been the subject of controversy in banking, business, and Congressional circles for many years. It was undertaken originally as a doctoral thesis for the Graduate Council of The George Washington University, and the advice and assistance of faculty members, as well as permission of the University for publication in this revised form, are gratefully acknowledged.
