Summary: This study is an attempt to fit together and analyze the various aspects of a problem which has been the subject of controversy in banking, business, and Congressional circles for many years. It was undertaken originally as a doctoral thesis for the Graduate Council of The George Washington University, and the advice and assistance of faculty members, as well as permission of the University for publication in this revised form, are gratefully acknowledged. Special acknowledgment is due Dr. Gerhard Colm for his valuable suggestions and criticisms and for his general guidance. I wish also to thank the numerous individuals in gov ernment departments, Federal Reserve banks, the Reconstruction Finance Corporation, and private banks, who have contributed generously with their experience and advice. The opinions ex pressed and recommendations made are, of course, solely my personal responsibility.
