Summary: The origin and conduct of Second World War proved the last word in man's inhumanity to man. As a result, when the international community gave itself a new constitution in 1945, it decided, as well, to terminate its in difference with the fate of an individual human being. The international action emanating from various fora, including the United Nations, since has made concern for rights and freedoms of a man, woman and child everywhere 'a major international fact'. Notwithstanding the great volume and wide variety of international action on human rights, all these years, man is no nearer the millennium. While a lot of progress has been made toward establishing international human rights standards, the harassed humanity is still waiting for active and effective defence of its aspirations on global level. The study reviews the efforts being currently made to implement human rights at the U.N. and regional levels, identifies the principal obstacles which inhibit effective implementation of these rights, and projects finally the agencies and techniques at global, national and regional planes to ensure freedom from fear and want to teeming millions around the world. The new international order in the offing, as a result of end of cold war, inspires hope for effective implementation of human rights, the world over, in days to come. A study touching upon the vitals of implementation, both in structural and functional aspects, at this juncture should help in the process.
