First Edition of this book had been published containing therein the Commentaries on The Central Civil Services (Conduct) Rules, 1964, The Railway Services (Conduct) Rules, 1966, The All India Services (Conduct) Rules, 1968, The Bombay Civil Services (Conduct, Discipline and Appeal) Rules, 1932, The Madhya Pradesh Civil Services (Conduct) Rules. 1965, The Punjab Government Employees (Conduct) Rules, 1966, The Rajasthan Civil Services (Conduct) Rules, 1971 and The Uttar Pradesh Government Servants (Conduct) Rules, 1956. Various important amendments have been made in these Rules from time to time. The Bombay Civil Services (Conduct, Discipline and Appeal) Rules, 1932, have been repealed and new Rules namely, The Maharashtra Civil Services (Conduct) Rules, 1979, have been made. The Assam Civil Services (Conduct) Rules, 1965, have also been included in this edition. Effort has been made to include all available amendments.
The present edition has been thoroughly revised keeping in view the latest decisions of the Supreme Court and the various High Courts.
Whether one is a Central or a State Government servant, a member of All-India Services, in the Railway service, in the employment of a Public Undertaking or a Local Authority, holds a Gazetted or a Non-Gazetted post, there is a code of conduct for him. He can even be punished for certain actions of his family members. Breach of a Conduct Rule may result in imposing of a penalty of censure, withholding of promotion, withholding of increments of pay, reduction to a lower stage in the time-scale of pay for a specified period which may have the effect of postponing the future increments of his pay, reduction to a lower time-scale of pay, grade, post or service, compulsory retirement. removal or dismissal from service.
