Summary: This volume grows out of a study begun some years ago when Professor Slichter, on leave of absence from Cornell University, was a temporary member of the staff of the Institute of Economics. The original project was focused on the policies and attitudes of trade unions with reference to production. But since any such policy expresses itself through a variety of practices and shop rules cm bodying those practices, it became clear that production policy could not be appraised except on a basis of a fuller analysis of a wide range of relationships between trade unionists and employers. In its pres ent form, the volume presents a comprehensive discussion of both the content and the process of collective bargaining except as to wage rates. During recent years, experience has widened and interest deep ened in the whole problem of devising more adequate machinery for the peaceful adjudication of labor differences. To the con sideration of this problem, Professor Slichter brings both profound knowledge and deep wisdom gained from many years of close asso ciation in the ranks of workers as well as employers. We trust the volume will prove helpful to all who are concerned in understand ing and utilizing effectively the methods already evolved in the field of industrial jurisprudence and, in due time, contributing to their improvement.
