Few people to-day can be entirely ignorant of the tensions of political ideology that are straining our small world. Yet the numbers
who have even an elementary knowledge of political theory are very small too. This, at any rate, is my impression after several years of teaching current affairs to both school and service classes.
This book has been written with these people in mind. It is hoped that examination candidates for university entrance, officers of the armed services preparing for the Staff College, besides those who are 'just interested' will find these pages of some use, and, what is more important, be induced to go on to deeper study. Without involving myself in too much superfluous repetition, I have tried to make each chapter as self-contained as possible. Also, although the book deals with general principles, I have tried to relate the ideas to practice, and have brought the analysis as far as the present time.
