This book is about a public enterprise policy that has been in existence for more than a quarter of a century. It has also spanned a large geographical and economic spectrum of countries consisting of the developed as well as the developing world. Unlike many other policies for managing public enterprises, it has gained steady momentum over time and is currently the most formidable competitor of the much popular policy of privatisation.
Even the staunchest supporters of public enterprise (PE) cannot deny that there is , indeed , a general perception that public enterprises have not performed as was expected of them.The Concpet of MOU is very simple. It is supposed to be a freely negotiated performance agreement between Government, acting as the owner of a public enterprise, and the public enterprise.
A MOU is expected to clearly specify the "intentions" " obligations" and "responsibilities " of the two parties.
