Arms race: a programme for world disarmsment

THIS book is an attempt to assess the ingers of the arms race, and the importance of disarmament in national and international policy today, and to face the technical and political problems which will arise, when the governments begin the detailed consideration of how their present armaments can be reduced. It has been written principally because so little has been published on the topics with which it deals.

From first to last no difficulty has been consciously avoided. Indeed, to have shirked the difficulties would have been to defeat the main purpose for which the book was written. That purpose is to explore, as thoroughly as may be in a work intended for the general reader, the problems which arise in the drafting of a multilateral inter national agreement for the mutual and general reduction and limitation of national armaments; to show the complexity of these problems to those who think them simple; and to suggest solutions to those who think them insoluble. The solutions suggested may be right or wrong: the purpose of the book will be achieved if it stimulates discussion about what is now required.
