One would generally agree that the five decades of planned development in India has been such which provide for a mixed bag, a bag containing some success stories along with some signifying failures. While some sectors have registered growth and have achieved self-sufficiency, the others have remained less fortunate and have left suffering. Several models of development have been tried during all these years to achieve growth and improve the quality of life of teeming millions. Lack of achievement has rendered some of these models out of the run. During the 90s, we find new focus and a paradigm shift in India's development along with many other countries of the world. In view of the changed political scenario, new concerns have been added to modern Indian ethos. There is a need to address these concerns for the welfare of the general mass of the people..
In order, therefore, to address these concerns, a national seminar was organized in which eminent scholars presented their views. The present volume is the culmination of the papers presented in the seminar. It includes the major recommendations which emerged through the deliberation apart from the views of the participants. The purpose is to give a wider coverage to the views debated during the seminar. It is hoped that the book would be able to generate interest in the concerned circles and help further debate.
