Summary: Conceived of and sponsored by the American Society for Public Administration (ASPA), the ASPA Classic Series publishes volumes on topics that have been, and continue to be, central to the contemporary development of the field. The ASPA Classics are intended for classroom use. library adoptions, and general reference. Drawing from the Public Administration Review (PAR) and other ASPA-related journals, each volume in the series is edited by a scholar who is charged with presenting a thorough and balanced perspective on an enduring issue. Each volume is devoted to a topic of continuing and crosscutting concern to the administration of virtually all public sector programs. Public servants carry out their responsibilities in a complex, multidimensional environment, and each collection will address a necessary dimension of their performance. ASPA Classics volumes bring together the dialogue on a particular topic over several decades and in a range of journals. The volume editors are to be commended for volunteering to take on such substantial projects and for bringing together unique collections of articles that might not otherwise be readily avail able to scholars and students.
