The IIR 2006 is the fifth substantive report produced by the 31Network on infrastructure
development in India. Looking at the growth in urbanization in India in the last 100 years, the study examines the governance structure of urban local bodies, the state of municipal finances, and the development in this sector. Micro-level perspectives are comprehensively covered by bringing in basic civic amenities such as water, sewage, municipal solid waste management, local transport, urban energy management, primary education, and health. The formulation of the Jawaharlal Nehru National Urban Renewal Mission (INNURM)-which could accelerate urban infrastructure development is critically evaluated. The issues that a city development plan must include are explored with the Bangalore City Development Plan taken as a case study.
