As such every care has been taken to revise it thoroughly. Data have been updated wherever required. Two new sections have been added to Chapter 36 on Local Finance in the light of the discussions made by the Eleventh Finance Commission. In view of its growing importance, the Service Tax has been added to Chapter 42 on Important Indian Taxes. Other taxes of this Chapter have been updated in the light of the last two years' Central and State Budgets, Chapter 41 titled "India's Fiscal Deficit and Fiscal Crisis" has been replaced by a totally new Chapter under the title of "Indian Fiscal Policy in the Post-Reform Period The following three new Chapters have been added: Union Budget 2003-04 (Chapter 43), Recommendations of the Tenth and Eleventh Finance Commissions (Chapter 44), Report of the Task Forces on Direct and Indirect Taxes (The Kelkar Committee Report) (Chapter 45).
