Full employment is now universally accepted as one of the most important of economic objectives. The hardship which
millions of workers and their families suffered through mass unemployment in the 1930's is vividly remembered, and action to
prevent any recurrence of such unemployment has become a first principle of public policy. It is natural, therefore, that any increase in unemployment should give rise to serious concern. One of the first places in which that concern is bound to be reflected is the International Labour Conference, where sit representatives of Governments, employers and workers who are directly and immediately affected by unemployment and who are in a key position to take resourceful and energetic action against it.
