Summary: This book have already appeared, textually or in substance, in print. I am grateful to the editors and publishers of the English Historical Review and of History for allowing me to reprint such material. The Council of the Royal Historical Society has granted me permission to reprint Chapter III, most of which had already appeared in their Transactions, 5th Series, Volume 9. The Historical Association allowed me to incorporate parts of a pamphlet on Scottish Diplomatists 1689-1789, which originally appeared under their auspices in 1944 The Controller of H.M. Stationery Office gave permission to reproduce a long extract from Volume IV of the Historical Manu scripts Commission Report on the Manuscripts of the Rt. Hon. Lord Polwarth, C.B.E., and also two other lengthy passages, one from the Portland Manuscripts, Volume V, the other from the Downshire Manuscripts, Volume I. These quotations will be found below on pp. 171-2, 198-200 and 209-10, respectively. Many short quotations have also been made from these and other volumes published by the Commission.
