Summary: The appearance of a new edition of this book has to be explained by the fact that the small original edition was exhausted. some years ago. There is reported to be an insistent demand, a kind of "inflationary gap" which this new edition is intended to close. The book is reprinted without any changes (except for corrections of errata). An explanation and an excuse for not rewriting at least parts of the book has to be given. The usual excuse for not radically changing the text and the contents of a thesis in economics, thought out and worked upon some 15 years ago, would be that the author is dead and the text has to be left as a product of its time. This excuse cannot be given in the present case!
