Summary: The United States has sought to encourage the development of "free and independent trade-unions" as part of its aid policy for the emerging countries. It has done so on the assumption that foreign unions are much like American unions-standing outside the political system and preoccupied with economic objectives that can be achieved through collective bargaining. Actually, many writers report that trade- unions are active and direct participants.in political affairs and are concerned with more than economic objectives. they often function as political agents in pursuit of political objectives. In this study, the author explores the social and economic conditions that give rise to this political type of unionism. He analyzes the leadership, membership, financial characteristics, and operating practices of labor organizations in Asia and Africa.
