Unions have dramatically incr ased their membership among public employees. Bargaining for employees of federal, state, and local governments has also increased rapidly. After the environment of government and public employment is introduced in Chapter I, Chapters II-V are devoted to a descrip tion of the bargaining. Chapter II discusses the employee organi zations and collective-bargaining activities for federal employees; Chapter III, those for employees of states, counties, and munici palities; Chapter IV, those for teachers; and Chapter V, those for police and fire fighters.
