Summary: Indo - Swedish development cooperation started in the fifties. Many changes in development paradigms have taken place since then. The Swedish Government felt in 1994 that a review was needed to guide the future cooperation against the background of major changes in the development of India as well as new thinking in Sweden. This book reflects ideas and themes presented by a number of consultants, Indian and others, given the task by the Swedish government to contribute to the issues at hand. The questions were: What has been achieved so far? What are the challenges of the future cooperation? What should a small donor do in India? Is the innovative and pilot approach feasible rather than sup porting major mainstream activities? The current volume presents the contributions by the authors of the papers that were presented at a seminar in New Delhi in September 1995.
