As one who had the opportunity and good fortune to administer this benign legislation, during it formative period, for five years, I beg to prezent this book to the practitioners and administrators of this law, in all humility, as a small service which I owe to the forgotten king, which the consumer is supposed to be, and, if the audience of this book finds it useful, I would consider my efforts amply rewarded
