The objective of this book is to present in a simple and concise form a conspectus of the local government system of the United Kingdom, and to stimulate a general interest in local representative institutions. I have endeavoured to sketch the development of local government, to explain its principal features, and to deal with a few of its most controversial issues.
It is hoped that the book will appeal to four classes of readers - the student who is preparing for a local government examination; the local government employee who wishes to take a wider and more intelligent interest in his daily duties; the elected or co-opted member of a local authority or of its committees; and the general reader, who may have little or no knowledge of the ramifications of local government, but has a desire to acquire an understanding of its main principles.
