Summary: The current paper, it may be stated, is not about communalism or even communal violence in general. This is about Hindu-Muslim communal riots which occurred during the period of 1960-93. At the beginning of the project we realised that in order to tackle the issue of violence, we needed to pick up the problems confronting us one by one and make a dispassionate and objective study of its causes so as to find practical answers to them. Too often, we are misled by grand answers, mega-theories and sweeping generalisations which lead us nowhere and end up strengthening the prevalent stereotypes and misperceptions. Answers to macro-level issues mostly lie in micro-level developments.
